Again today, even though I don&#8217;t have time to read many of them, it always gives me a boost to scroll through all the good news &#8212; most of which I rarely see elsewhere.<br><br>Among the highlights of the items for subscribers:<br><br>&#8212; &#8220;Ukrainian leader Volodymyr Zelensky recently celebrated that &#8216;for the first time in the history of this war, an enemy position was taken exclusively by unmanned platforms &#8211; ground systems and drones,&#8217;&#8221; says Fix the News. There were zero casualties on the Ukrainian side.<br><br>Fix the News refers us for more to an article at <a href="https://www.wearethemighty.com/tactical/drones-capture-position-first-time-ukraine/">We Are the Mighty</a>, a military and veteran-oriented media agency.<br><br>I also heard about this a few days ago in a <a href="https://www.youtube.com/watch?v=sA3cj1lJ-Io">Bulwark</a> video, in which Bill Kristol interviewed academic Phillips O&#8217;Brien. <a href="https://www.csis.org/people/phillips-obrien">Here</a> is O&#8217;Brien's bio.<br><br>O&#8217;brien concludes that &#8220;Ukraine can win the war.&#8221;<br><br>&#8212; Investors are piling into clean power funds at the fastest rate in five years as the Iran war accelerates a global push for energy security and alternatives to oil and gas, reports the <a href="https://www.ft.com/content/9921f2b5-c910-4cec-a50f-cad453935a1a?syn-25a6b1a6=1">Financial Times</a>. More than $3 billion poured into global exchange traded funds linked to renewable energy in April, in the biggest monthly net inflows since January 2021, the Financial Times says, citing data from Morningstar.<br><br>&#8212; &#8220;Chinese researchers sprayed cyanobacteria onto desert sand and turned it into stable soil in just 10 months,&#8221; says Fix the News. &#8220;What&#8217;s the trick of it? Cyanobacteria oozes sticky sugars that glue loose grains of sand into a crust that&#8217;s tough enough to cut wind erosion and trap water &#8212; and then those bacteria photosynthesize, leaving behind organic matter, and pull nitrogen from the air, converting it into fertilizer. It&#8217;s that they are choosing more direct forms of journalism,&#8221; <a href="https://www.theguardian.com/media/2026/may/12/broadcasters-must-react-threat-creator-journalism-says-ex-head-bbc-news">she said</a>, in a speech in London.</p><p>Meanwhile, the news startup Notus &#8212; soon to be expanded and rebranded as the Star &#8212; queried 16 former Washington Post journalists, some of whom are presumably suffering from &#8230; wait for it &#8230; Post Traumatic Stress Disorder, on &#8220;<a href="https://www.notus.org/perspectives/16-washington-post-veterans-on-what-they-would-change-about-d-c-journalism">what they would change about D.C. journalism</a>.&#8221; Veteran journalist and media critic Margaret Sullivan contributed, and <a href="https://margaretsullivan.substack.com/p/five-ways-the-media-can-do-better">added some thoughts</a> in a separate piece on Substack. </p><p>Two threads dominate these conversations: how to improve the news, and how to make money providing the news. They are observations by journalists who know a thing or two because they&#8217;ve seen a thing or two, if I may quote a piece of cultural ephemera. And their suggestions would, without a doubt, improve news.</p><p>These conversations also are steeped in the assuredness of the importance of journalism, and the unarticulated yearning to see newsrooms restored to the secure place of authority where they once resided. Some studies have supported the belief that, as local journalism has disappeared or been hollowed out, local governance has suffered, has become less democratic.</p><p>But is that what the news is for? </p><p>Newsrooms don&#8217;t have metrics for democratic success. They don&#8217;t organize themselves around community goals. News organizations broadly depend on business models using the traditional metrics of commerce: attracting an audience they can sell to advertisers and getting some members of that audience to subscribe.</p><p><a href="https://briefing.center/news/wanted-needed-new-model-news-0">I wrote in 2021</a>:</p><blockquote><p>In the face of that onslaught from market forces, journalists and their advocates beseech readers to subscribe to the publications of their choice, pointing out, reasonably enough, that quality journalism requires quality journalists. Which is to say,&nbsp;paid.</p><p>And we need quality journalism, they say, to play the critical role of keeping citizens informed. They&#8217;re not wrong about that, but it&#8217;s a little disingenuous. It doesn&#8217;t take much more than a cursory glance at most newspapers to recognize they are not primarily democracy-support services. They are businesses producing narratives intended to capture our attention during our leisure&nbsp;time.</p><p>Yes, some of that content is fuel for a functioning democracy. But by tomorrow, that critical-to-democracy story will have moved from the top of the home page to the bottom, then to the section index, then to a netherworld known only to the search box. In its place will be something new&#8202;&#8212;&#8202;if we&#8217;re lucky, another critical-to-democracy story. Markwayne Mullin, R-Okla., his mandate was to &#8220;get back to basics,&#8221; The Atlantic says.<br><br>Leaders of the agency who&#8217;d been sidelined by Noem, such as Customs and Border Protection Commissioner Rodney Scott, suddenly found themselves empowered. Employees Noem had pushed out, such as former Deputy Secretary Troy Edgar and  CBP official Matt Eagan, were welcomed back. Andrew Block, a close ally of Miller who served as CBP&#8217;s chief counsel, was "shown the door.&#8221;<br><br>Underlying all the changes is a return to conventional ICE &#8220;targeted enforcement&#8221; tactics that prioritize immigrants with criminal records or pending deportation orders, and that seek to make arrests with less drama, says The Atlantic.<br><br>"The strategy, blessed by Trump, is a relief for Republican campaign strategists who watched with trepidation as the street battles in Minneapolis turned immigration, an issue that Trump had dominated in 2024, into a liability,&#8221; The Atlantic says.<br><br>The power center has shifted. &#8220;The new secretary is listening to Tom Homan and Rodney Scott before he is ever listening to Stephen Miller,&#8221; a senior administration official told The Atlantic. &#8220;We just have law enforcement in charge.&#8221;<br><br>Miller has shifted his focus to a new task force to uncover &#8220;fraud&#8221; among immigrant communities. But he continues to post regularly on social media about violent crime by undocumented migrants. But the announcement came just days after the release of a study detailing the public&#8217;s fatigue with news and its mistrust of the sources that deliver that news.</p><div class="subscription-widget-wrap-editor" data-attrs="{&quot;url&quot;:&quot;https://www.citizencartwright.com/subscribe?&quot;,&quot;text&quot;:&quot;Subscribe&quot;,&quot;language&quot;:&quot;en&quot;}" data-component-name="SubscribeWidgetToDOM"><div class="subscription-widget show-subscribe"><div class="preamble"><p class="cta-caption">Thanks for reading Citizen Cartwright! Reuters was honored for documenting Trump&#8217;s expansion of executive power to target his political foes. Similarly, the New York Times was awarded a prize for exposing Trump&#8217;s exploiting his position as president to enrich his family and allies. The Associated Press won for its investigation of state-of-the-art tools for mass surveillance, used in China &#8212; and the U.S. Border Patrol.</p><p>Meanwhile, the Media Insight Project &#8212; a collaboration by The Associated Press-NORC Center for Public Affairs Research; the American Press Institute; Northwestern University Medill School of Journalism, Media, Integrated Marketing Communications; and the Local News Network at the University of Maryland&#8217;s Philip Merrill College of Journalism &#8212; released a study focused on the difference in media habits between teens and adults.</p><p>Some of the differences are unremarkable and predictable, such as legacy vs. social media. But the similarity in viewpoints across all age groups was striking. <a href="https://apnorc.org/projects/the-evolving-news-landscape-comparing-media-habits-and-trust-between-teens-and-adults/">According to the report</a>:</p><blockquote><p>While most feel capable of finding relevant content and identifying trustworthy information, the emotional toll they feel in doing so is considerable. Very few Americans say news gives them a hopeful view of the world; and a substantial portion report feeling overwhelmed or finding news too stressful.</p></blockquote><p>On top of fatigue is the matter of trust:</p><blockquote><p>Confidence in news sources is low across the board, with fewer than half of teens and adults expressing a great deal of confidence in any source type, though local news ranks highest. Local news is viewed as most trustworthy, followed by national news, independent creators, and AI chatbots. Each source type has distinct perceived strengths: local news ranks highest for providing useful information (41%), while independent creators are seen by roughly one in four as best at treating all sides fairly.</p></blockquote><p>Surveys can be useful, but they tend to lack granularity and nuance. I&#8217;ve sat in too many meetings in which people assigned meaning to data where there was none to be found.</p><p>So I didn&#8217;t find in this study a convincing explanation for why people give local media more credence than national news. Which gives me an opportunity to assign meaning to the data. Ahem.</p><p>People are free to disbelieve accurate news from national sources because that skepticism comes at no cost. National news is a story told by others about events at a distance. Tangible evidence is a long way off.</p><p>The Washington Post won a Pulitzer for its coverage of Trump&#8217;s assault on federal agencies and the human impacts of massive budget cuts. But millions didn&#8217;t see that story, and millions more probably wouldn&#8217;t have believed it.</p><p>In contrast, the Seattle Times was awarded for its coverage of catastrophic flooding following a major storm &#8212; coverage that its local readers certainly believed and for which they were no doubt grateful.</p><p>National news is offered with no irrefutable context. Its first job is to get me to watch or read; securing my belief is a nice-to-have. Local news, in contrast, has community baked into it. You may believe the national news that some distant city is aflame, but if you live in that city, you know a small dumpster fire when you see it.</p><p>The study points out that respondents value local news for its usefulness. Whether it&#8217;s property taxes, a new development two blocks over, or a cultural event, people can connect local news to their lives in meaningful ways.</p><p>The internet and the web gave billions of people the ability to communicate. But those interconnections created new, online communities, some indifferent, some hostile to our traditional communities. That's on top of the almost $3.3 billion the agency received already under the fiscal 2026 DHS funding bill signed into law Thursday, Politico says.<br><br>The White House on Tuesday touted the security funding inclusion, which it views as Congress approving a project that's currently mired in litigation, according to Politico. A federal judge ruled last month that legislators hadn't properly authorized the project.<br><br>The fund could be used for Secret Service &#8220;enhancements&#8221; related to the ballroom project, &#8220;including above-ground and below-ground security features.&#8221; The text released by the Senate Judiciary Republicans stipulates that the funds can't be used for nonsecurity aspects of the project.<br><br>Clare Slattery, a spokesperson for Judiciary Chairman Chuck Grassley, R-Iowa, says the bill &#8220;does not fund ballroom construction&#8221; but &#8220;provides funds for Secret Service enhancements that will ensure all presidents, their families and their staffs are adequately protected.&#8221;<br><br>All of the funds would remain available through Sept. 30, 2029, past the end of Trump&#8217;s term, Politico says.<br><br>The Senate Judiciary Committee text provides that the panel&#8217;s piece of the package would amount to nearly $39.2 billion, which includes nearly $2.5 billion for the Justice Department and Secret Service on top of DHS funding. A separate title from the Homeland Security and Governmental Affairs Committee would provide $32.5 billion, bringing the total to $71.7 billion in new funding, says <a href="https://rollcall.com/2026/05/05/reconciliation-bill-text-would-fund-ice-cbp-ballroom-security/">Roll Call</a>.<br><br>Under the combined package, Immigration and Customs Enforcement would get about $38.2 billion, and Customs and Border Protection would get a little more than $26 billion, Roll Call says. <br><br>Republicans want to bring the immigration enforcement spending measure to the floor the week of May 18, says Politico.<br><br>In addition to criticizing Republicans over the ballroom project, Democrats are planning to comb through the legislation for any procedural defects they can exploit, Politico says. To avoid the Senate's 60-vote filibuster, a reconciliation bill has to comply with strict guidelines known as the Byrd rule.<br><br>&#8220;Senate Democrats are prepared to review this bill line by line and vigorously challenge any provision that violates the Byrd Rule,&#8221; says Oregon Sen. While the conservative majority said the opinion was a limited ruling that preserved a central tenet of the Voting Rights Act, the court&#8217;s liberal wing said the justices had taken the final step to dismantle the law, reports <a href="https://www.nytimes.com/2026/04/29/us/politics/supreme-court-voting-rights-act.html">The New York Times</a>.<br><br>The ruling quickly prompted some Republicans to call for redistricting in other states &#8212; even before this year&#8217;s midterm elections, says <a href="https://rollcall.com/2026/04/29/gop-lawmakers-call-for-redistricting-after-supreme-court-ruling/">Roll Call</a>. In fact, <a href="https://apnews.com/article/congress-louisiana-primaries-supreme-court-03cdb6951d7fefb448bfd2f37f98c0ea">Louisiana</a> has suspended its congressional primaries as a result of the ruling.<br><br>Justice Samuel Alito&#8217;s opinion, in which he was joined by the rest of the court&#8217;s conservative bloc, resets the test in which to determine if minority voters are being discriminated against, says <a href="https://www.politico.com/news/2026/04/29/voting-rights-act-supreme-court-future-00898949">Politico</a>.<br><br>It isn't enough to demonstrate discriminatory results, as was broadly the case previously; there must be evidence of discriminatory intent, or &#8220;a strong inference that the State intentionally drew its districts to afford minority voters less opportunity because of their race,&#8221; Alito wrote.<br><br>Some scholars say that&#8217;s going to be a very difficult bar to get over.<br><br>Justice Elena Kagan wrote for the minority, "The Voting Rights Act is &#8212; or, now more accurately, was &#8212; &#8216;one of the most consequential, efficacious, and amply justified exercises of federal legislative power in our Nation&#8217;s history.&#8217;&#8221;<br><br>"I dissent because the Court&#8217;s decision will set back the foundational right Congress granted of racial equality in electoral opportunity.&#8221;</p><p>You can read the full opinions of the justices <a href="https://www.supremecourt.gov/opinions/25pdf/24-109_21o3.pdf">here</a>.<br><br>Derrick Johnson, president of the NAACP, says, &#8220;The Supreme Court betrayed Black voters, they betrayed America, and they betrayed our democracy. Fraser says.</p><p>&#8220;Charles used that grand Washington stage to gently correct the record on NATO&#8217;s past support for the U.S., stand up for the Royal Navy after Trump&#8217;s insults about that service, call for greater protection for nature amid American indifference on climate change and praise checks and balances on executive power at a time when the American president is thumbing his nose at Congress and the courts,&#8221; says the <a href="https://www.cbc.ca/news/world/charles-jabs-trump-address-congress-9.7180768">Canadian Broadcasting Corp.</a></p><p>And &#8220;he did it elegantly,&#8221; says Frasier.</p><p>Charles has more leeway than other world leaders to chide the president when he thinks he&#8217;s stepped wrong, Ed Wang, a royal commentator, tells the CBC.</p><p>&#8220;I think he&#8217;s willing to get right up to the line to convey a very subtle message from a position of authority, a position of power, emphasizing what the King believes is the right thing to do,&#8221; Wang says. &#8220;Other leaders would be afraid of antagonizing Trump.&#8221;</p><p>But Charles surely knows that Trump is in awe of actual monarchs.</p><p>Later, while greeting Charles during his arrival at the state dinner in his honor, Trump called the king&#8217;s speech &#8220;great.&#8221;</p><p>&#8220;I was very jealous,&#8221; Now privacy advocates are trying again. My Guardian colleague Jeremy Barr (whom I also worked with at the Washington Post) <a href="https://www.theguardian.com/media/2026/apr/06/paramount-ceo-david-ellison-american-centrist-survey">wrote a good piece</a> about how this theory doesn&#8217;t line up with reality. This idea failed at CNN under Chris Licht and seems to be tanking at CBS News, whose evening newscast has sunk deeper into last place among the three major broadcasters under the guidance of the Ellisons and editor Bari Weiss.</p></blockquote><p>But, wait. What&#8217;s wrong with &#8220;centrist&#8221; news?</p><p>Today&#8217;s purveyors of &#8220;centrist&#8221; news are the latest in a long line of partisans who have hammered away at mainstream newscasts as products of the &#8220;liberal media.&#8221; The goal has been twofold: to undermine the credibility of mainstream journalists and to introduce ideology as a legitimate operational measure of news.&nbsp;</p><p>It&#8217;s a good moment to quote comedian Stephen Colbert from his performance at the 2006 White House Correspondents Association dinner: &#8220;Reality has a well-known liberal bias.&#8221;</p><p>As any marginalized community would tell you, mainstream media has been traditionally and resolutely middle of the road. By definition, the goal is economic: content that will draw the largest possible audience.&nbsp;</p><p>Over the decades I&#8216;ve spent in newsrooms and the hundreds of journalists with whom I&#8217;ve worked, I probably knew something about the political leanings of no more than a half-dozen. In those newsrooms, almost all of which were focused on Congress, personal politics were off-limits as a topic &#8212; because they were irrelevant to our daily news decisions.</p><p>News organizations have plenty of biases, but most of them are structural, not ideological. Those structural considerations have a profound impact on what readers and viewers see.</p><p>First and foremost, newsrooms have to get you to read or view their content. News needs your attention. And it competes for your attention with, well, everything else in the world. That fact alone drives what news looks like, what we decide is news. It&#8217;s why, in local television news, &#8220;if it bleeds it leads.&#8221;</p><p>People are drawn to stories; they absorb information more effectively when it&#8217;s presented as a narrative. That means citizens don&#8217;t see a great deal of information they might find invaluable because it doesn&#8217;t make a compelling story.&nbsp;</p><p>Story-telling is the driving culture of every newsroom: Reporters are sometimes sure they have a great story, a story that everyone will want to read, at great length &#8230; when they don&#8217;t, and readers wouldn&#8217;t. Sometimes the facts cannot be stitched into a compelling enough narrative to justify the reporter&#8217;s excitement.&nbsp;</p><p>It&#8217;s a routine part of the push and pull between reporters and editors. It&#8217;s topic one when reporters and editors are complaining about each other.&nbsp;Which, you know, they do.</p><p>And to be sure, culture matters. For years, news in the United States was produced by white men, with few exceptions, for a world with which they were familiar. Even as newsrooms slowly diversified, the mechanics of news decisions didn&#8217;t change.</p><p>Ultimately, technology and economics changed the shape of news. The front pages of the New York Times in the 1950s and 1960s were dominated by factual accounts of government. As television news emerged and won the speed race, newspapers shifted away from official government announcements and toward human interest to hold readers&#8217; attention.</p><p>Every technological and economic wave &#8212; in newspapers, radio, television, cable, the web &#8212; buffeted the news industry, which changed its product to meet business needs. Partisanship was not a significant factor in those changes &#8230; until the &#8220;centrists&#8221; arrived: first at Fox (&#8220;We report. You decide.&#8221;), most recently at CBS.</p><p>News should be better than it is. It should be better at supporting democracy because it is a vital strand of democracy &#8212; not a thing apart.&nbsp;</p><p>But news &#8212; and therefore democracy &#8212; is still subject to the whims of the market. On the weekend, it was nearly 90; tonight we have a freeze warning.<br><br>Similarly, one day the Iran war has been won, the next day we need to bomb Iran &#8220;into the stone ages.&#8221;<br><br>As long-time readers of this blog know, my husband, One-dog-barking John Dineen, and I have spent most of our careers in traditional journalism, which operated at a time of more-or-less clear norms, shared values and long-standing political parameters.<br><br>Traditional journalism, as John has explained in his columns, meant scrupulous reporting on both sides of a political debate. In addition, he and I practiced the traditional journalist ethics of not attending protests, not contributing to political campaigns. One person at The Washington Post was known for being so careful about being scrupulous that he didn&#8217;t even vote.<br><br>But as John, Margaret Sullivan and others have been writing, we do not live in times when scrupulous both-sides reporting provides actual, factual context on what&#8217;s going on in our country.<br><br>Our government is run by an autocrat, kleptocrat, kakistocrat. <br><br>(I confess that in my decades working in Congress and political journalism, I never even heard the term &#8220;kakistocracy&#8221; until Donald Trump&#8217;s first term as president. Apparently, the word, which the <a href="https://www.ahdictionary.com/word/search.html?q=kakistocracy">American Heritage Dictionary</a> defines as &#8220;government by the least qualified or most unprincipled citizens,&#8221; has been around since the 1600s.)<br><br>The central issue facing the United States right now is whether it will continue to be a democracy or not. When I write this blog, I look for the best journalism I can find that is as objective as possible while acknowledging that reality.<br><br>And John and I agreed last year that it was time for us to become more active citizens as far as our personal political activity and donations, remaining non-partisan while focusing on constitutional threats. <br><br>Since then, I&#8217;ve gone to protests and spent time inside and outside of courtrooms to show support for legal representation for immigrants, the removal of the National Guard from D.C., birthright citizenship. I&#8217;ve visited lawmakers about the Guard&#8217;s deployment in D.C.<br><br>Now, with the president behaving ever more erratically &#8212; in threatening other nations and our November midterm elections here at home, for example &#8212; John and I are going to increase our effort to let you know what we all can do to protect our 250-year democratic experiment.<br><br>Of course, we&#8217;ll continue to run items like <a href="https://robertreich.substack.com/p/what-you-can-do-f4a">this</a> one on Monday from Robert Reich: &#8220;The 10 most important ways to resist now. Then, on a 5-4 vote along partisan lines, the court took that step, without explaining its reasoning.</p><p>Emergency orders based on abbreviated briefing and almost no deliberation now are commonplace &#8212; notably in cases arising from challenges to presidential actions, says the Times. </p><p>Critics call this process the &#8220;shadow docket.&#8221; </p><p>Since 2016, &#8220;the emergency docket has swelled into a major part of the court&#8217;s business, as the justices have short-circuited the deliberations of lower courts. The decisions are technically temporary, but are often hugely consequential,&#8221; says the Times.</p><p>Using the shadow docket, the court has granted President Trump &#8220;more than 20 key victories on issues from immigration to agency power,&#8221; a separate <a href="https://www.nytimes.com/2026/04/18/us/politics/supreme-court-shadow-docket.html">Times</a> article says.</p><h3>More on how Americans can protect themselves from surveillance</h3><p>The Senate passed on Friday and President Trump has signed a bill <a href="https://apnews.com/article/congress-foreign-surveillance-fisa-spy-agencies-trump-f09ffd8ca18be491a7ea0469e0e17a28">extending</a> the Section 702 program of the Foreign Intelligence Surveillance Act until April 30, giving lawmakers more time to debate proposed reforms.</p><p>I <a href="https://www.citizencartwright.com/p/aclu-urges-action-today-on-surveillance">wrote</a> about this last Thursday, with information from the American Civil Liberties Union as it urges Americans to contact their lawmakers about the legislation.</p><p>On Friday, <a href="https://www.nytimes.com/2026/04/17/opinion/section-702-surveillance-safe-act.html">The New York Times</a> published a guest essay titled &#8220;We disagree on a lot. But we know this law must change,&#8221; by Sens. Mike Lee, R-Utah, and Dick Durbin, D-Ill.</p><p>Here are excerpts from their article that show why lawmakers of both parties are so concerned about risks to Americans&#8217; privacy:</p><p>&#8220;Section 702 doesn&#8217;t allow the direct targeting of Americans, but their communications are still often gathered during the warrantless surveillance of foreigners abroad. Once the government has this data, agencies then have the ability to search through it. And they do: Transparency reports reveal that thousands of such searches are performed every year. A federal court previously found that some the FBI had conducted had violated the Fourth Amendment.</p><p>&#8220;Predictably, without a requirement for court approval of these searches, abuses have been rampant. As a recent report from the Brennan Center for Justice highlighted, FBI agents in recent years have searched for the communications of &#8216;protesters across the political spectrum; members of Congress; a congressional chief of staff; a state court judge; multiple U.S. government officials, journalists and political commentators; and 19,000 donors to a political campaign.&#8217; In a time of extreme partisanship, these abuses have provoked bipartisan outrage.&#8221;</p><p>Lee and Durbin have proposed a Security and Freedom Enhancement Act, which they say is a compromise that would reauthorize the &#8220;valuable core of this tool while enacting reasonable safeguards to protect the Fourth Amendment rights of all Americans.&#8221;</p><p>&#8220;The government would still be able to check its databases to uncover connections between targeted foreigners and Americans,&#8221; Lee and Durbin say. &#8220;But it would have to get court approval in the small number of cases in which these searches have generated results and the government has a proper basis for gaining access to the contents of the communications. Importantly, our warrant requirement also contains robust exceptions for legitimate emergencies, so that we can balance civil liberties with legitimate security needs.</p><p>&#8220;Our bill would also cut off another form of warrantless surveillance: the widespread practice of circumventing the Fourth Amendment by purchasing Americans&#8217; sensitive information from data brokers.</p><p>&#8220;The Department of Justice (including the Drug Enforcement Administration and the FBI), the Department of Homeland Security (including ICE, Customs and Border Protection and the Secret Service) and the Defense Intelligence Agency have purchased cellphone location information for millions of Americans. Such information is highly sensitive and can reveal intimate details of that person&#8217;s life. Even more troubling, artificial intelligence could supercharge such surveillance, allowing the government to harvest and analyze mass quantities of highly personal and sensitive information about Americans without court approval. Our legislation would close these loopholes &#8212; again with pragmatic exceptions to accommodate legitimate safety and security needs.&#8221;</p><p><em>You can call the Capitol switchboard, (202) 224-3121, and be connected to the offices of your representative and senators.
